WA:Barnett cautious over disability scheme
Western Australia's Premier COLIN BARNETT says his state won't back a national disability
insurance scheme, if it is, what he calls, another clumsy commonwealth attempt at take-over
of state funding.
His warning follows Prime Minister JULIA GILLARD's announcement that Canberra will
commit 10 million dollars towards work to establish a national disability insurance scheme.
The announcement was in response to a recommendation by the Productivity Commission,
that a scheme costing $6.5 billion a year should be rolled out gradually from mid 2014.
Currently the Commonwealth provides about $2.3 billion in annual funding to the disability
sector while state and territory governments contribute about $4.7 billion.
Mr BARNETT says his state will keep an open mind on the plan, but says he won't dismantle
the state's funding scheme for disability services.

to be up than down.
Mr MACFARLANE's told a parliamentary committee there's a range of inflationary pressures
across the economy .. including high oil prices .. and the chance of higher-than-expected
wage increases.
Mr MACFARLANE says Australia's economic growth is expected to pick up modestly this year.
And he says the risks posed by an overheating housing market have eased.

WA:Surfer killed by shark near Perth=2
Sergeant Graham Clifford from WA Police media said the young man received treatment
on the beach before being taken to hospital with severe injuries.
He later confirmed the man had died.
It was understood the man was surfing by himself at a beach that could only be reached
by four-wheel-drive vehicle, Sgt Clifford said.
Gracetown is about 270km south of Perth near the tourist town of Margaret River.

CANBERRA, April 17 AAP - Former coalition government foreign minister Alexander Downer
says there's no doubt the recent surge in asylum seeker boat arrivals stems from Labor's
relaxation of immigration policies.
Mr Downer said people smugglers based in Indonesia followed the Australian immigration
debate very closely.
"Definitely, there is just no question of it. There's no doubt about it," Mr Downer
told ABC Radio.
"The people smugglers in Indonesia, and I know this .... were very interested in the
election campaign in Australia," he said.
Mr Downer said people smugglers made hundreds of thousands from their illegal activities.
"And therefore the survival of their racket and their profitability depends to some
extent on how the Australian government responds," he said.
"These people hope that we run as slack or as lax a policy as possible because that
is how they maximise their profits."
In the latest incident a boat carrying 47 asylum seekers and two crew, exploded after
being intercepted off Ashmore Reef.
Three were killed and 31 badly injured.
Mr Downer said the tragedy was a consequence of the people-smuggling racket starting up again.
He said those aboard such vessels were typically economic migrants trained by people
smugglers about what to say so they would be treated as a refugees.
Mr Downer said many took the risk in the hope it would pay off.
"And they will get somewhere comfortable and the comfortable country will say `well
it is alright, we will call you a refugee and you can stay'," he said.
"The more you do that, the more people will take risks and the more you will have the problem."
Mr Downer said he didn't know about the latest case. But in general terms, those on
the asylum seeker boats often took steps to ensure they weren't turned away from Australia.
"There is the famous so-called children overboard incident," he said, referring to
the controversial 2001 incident involving asylum seekers on a sinking boat.
"But in reality what we subsequently found out was that they had sunk their boat ...
so that they would be picked up by the navy and they would be able to get to Australia."
However, other accounts have said the boat was sinking because it was breaking up under
the strain of having been towed by an Australian navy vessel.

NSW: Judge orders serial sex offender's release from jail
SYDNEY, Dec 11 AAP - A NSW Supreme Court judge has ordered the release of serial sex
offender John Alan Wilde.
Wilde, 46, has been in near-continuous custody since 1981 for a string of rapes, including
the assault of a young mother in front of her two children.
He was last jailed in 1993 for 16 years after forcing his way into a Sydney woman's
home and ordering her to perform oral sex on him at knife-point, just 13 days after he
had been released on parole.
It was the third time Wilde had committed such an offence, having already served jail
terms for home invasions and rapes committed in 1981 and 1983.
At the NSW Supreme Court on Thursday, Justice David Kirby verbally ordered the supervised
release of Wilde.
The formal judgment will be handed down at noon on Friday.
Comment was sought from the Department of Corrective Services and the Attorney-General's
Department.
In January, Paul Menzies QC, for the Attorney-General's Department, told the NSW Supreme
Court the department had "no confidence" in the defendant's safe release into the community.
At that time, the court was told a Department of Community Services (DoCS) officer
had interviewed Wilde as part of a pre-release risk management program, and Wilde had
claimed he was innocent of all but his first conviction.
He also allegedly told the DoCS officer he would "hunt down" a female witness who had
testified at one of his trials.
Wilde's maximum jail term expired in November 2007, but he has been kept behind bars
on a series of interim detention orders.
In January, he was placed on an eight-month continuing detention order and ordered
to undergo rehabilitative treatment.

A police spokesman said the pilot and a passenger in the light aircraft were dead but
had no further details.
The bodies had not been moved from the crash site, he said.
"The two survivors had only minor injuries but they will automatically be taken to
hospital for checking," he said.
"They probably arrived there about 9.30am, 10am this morning."
Both aircraft were involved in a feral goat control program in the Kennedy Range National
Park and it is understood the pilots of the helicopter and the plane were contractors.
A flight by AusSAR last night detected an emergency beacon coming from the crash site,
which is in an area inaccessible to cars.
A rescue helicopter, with two pilots, two paramedics and one police officer on board,
left Carnarvon at 7am today and arrived at the crash site at about 8am local time (10am
AEDT).
A police spokeswoman said police believed the helicopter managed to land after the
collision but the plane crashed.
A second helicopter was sent to seal off the area ahead of an investigation by the
Australian Transport Safety Bureau.

MELBOURNE, April 12 AAP - A Melbourne father accused of killing his infant son had
shaken the newborn "a little harder than normal" a week before he died, a court was told
today.
Baby Izaiah Klamo was induced at 39 weeks at Werribee Mercy Hospital on June 29, 2005.
Twenty-eight-days later he was dead.
Today, Izaiah's father, Tomas (Tomas) Klamo, 23, of Melton, pleaded not guilty to manslaughter
in the Victorian Supreme Court.
Klamo told police he was watching television and Izaiah had been crying for about 10
minutes when he shook him up to three times, a week before his death.
"I can't remember exactly, but I remember it was in the lounge and I just shook him
a little harder than normal," Klamo said in a statement to police.
"Nothing too full on."
Prosecutor Ray Elston, SC, told the court that when police asked Klamo if he was irritated
with his son, he replied: "Just for a split second and then once I had done it I thought
'what the fuck did I do?'
"I thought he's too pure and I shouldn't have done it."
On July 27, 2005, Klamo's wife Shayla called triple-0, after Klamo came into the room
holding Izaiah, who was apparently choking, Mr Elston said.
Milk started running out of the infant's nose and Klamo began CPR.
The ambulance took Izaiah to a Sunshine hospital, where he died less than an hour later.
Pathologists found the cause of death was bleeding between the brain and the lining of the skull.
Izaiah's maternal grandmother, Michelle Sowter, agreed with defence barrister, Stratton
Langslow, that Klamo thought his baby boy was "the best thing that ever happened to him".
She said Klamo often bathed and fed his son.
"I actually bragged to the ladies at work how good (Klamo) was," Ms Sowter told the jury.
Maternal health nurse Linda Padayachee said she noticed a bruise on the baby's left
cheek and that he had lost 65 grams in a fortnight.
She said she was concerned the baby was on occasions waiting up to eight hours until
he was breast fed.
Mr Langslow told the jury the baby did not have injuries, such as broken bones, which
were consistent with "shaken baby syndrome".
He said there was controversy among doctors about whether it was possible to cause
bleeding to the brain by shaking a baby.
Mr Langslow said medical experts who give evidence may be able to explain whether other
factors contributed to Izaiah's death, such as his induced birth, ecoli in the pancreas
and blood and SIDS (sudden infant death syndrome).
He said grieving families often blame themselves for the unexplained death of a baby.
"It is common for family members to blame themselves in circumstances which they really
have no responsibility for the tragedy," Mr Langslow told the jury.
The trial before Justice David Harper continues tomorrow.

CANBERRA, Dec 11 AAP - Veterans' Affairs Minister Bruce Billson has apologised for
saying he believed two former soldiers committed suicide when their deaths were cancer-related.
The minister was speaking to ABC radio about pensions granted by the department to
more than 230 Australians who had served in Iraq and Afghanistan when he made the error.
Mr Billson said his comments were based on early, incorrect, advice from his staff.
"It's very important that reliable and accurate material be brought forward whenever
it's requested," he told the ABC.
"In this case, it was quite a complex task of analysing that information in a short
period of time.
"I accept that errors can be made there but I'm not happy with that error and apologise
for conveying that erroneous information to you and other media outlets."

MELBOURNE, Feb 1 AAP - The Commonwealth Games Village in Melbourne has been redesigned
mid-construction after complaints from the Games' international body.
The redesign was done after the London-based Commonwealth Games Federation complained
the village would be overcrowded with the 6,000 athletes and officials staying there,
sources told The Age newspaper today.
The federation was also unhappy about the quality of portable buildings that were to
house about 1,260 competitors and officials.
Under the new plan, more than 500 athletes and officials will stay in a heritage precinct
- the former Royal Park Psychiatric Hospital - next to the village site.
The number of portable buildings has been reduced and the quality of the remaining
portables will be improved.
Developer Australand will now refurbish former hospital buildings and build new homes,
including single houses and townhouses among the heritage buildings.
Melbourne 2006 chief executive John Harnden denied there had been a major change of
plan for the village.
"As with everything with the Games, you're continually working, continually refining
and working forwards," he told the newspaper.
Commonwealth Games Minister Justin Madden would not reveal the cost of the change but
said it would not blow out the $697 million government expenditure cap for the Games.

During 2001, the GDP of the Mexican textile industry dropped by 10.1%, which caused the loss of 32,000 jobs, reported Adolfo Kalach Mizrahi, president of the National Textile Industry Chamber (CNIT).According to Kalach, the origins of the decline are in the "U.S. economic recession after the terrorist attacks of September 11; the 'strength' of the peso reducing the competitiveness of Mexican products, persistent contraband and the increasing operational costs in the sector."Textile exports dropped by 7.6% during 2001, while imports increased by 1.8%. Imports in the clothing manufacturing industry grew by 37.7%. Kalach said that nearly 50% of imported textile products are illegal and called on authorities to take the necessary measures to solve the crisis.The executive said the sector urgently needed the banking sector and the government to grant lines of credit to help it overcome the problems.

Gloria Bohan: Founder of travel agency views Internet as opportunity, not threat.(Business Times)(15 Minutes With...)
It's not easy being a travel agent these days. Customers expect more service. Corporate travelers are out to tighten their budgets, and airlines are always looking for ways to cut back on commissions.
To complicate things further, the major carriers have made it possible for people to book their flights on the Internet, bypassing travel agents.
Gloria Bohan is optimistic about the fast-moving travel business. A native of Brooklyn, N.Y., Mrs. Bohan and her husband, Dan, have built up Washington's largest locally based travel agency, Omega World Travel Inc., with more than 200 offices around the country.
Question: How is technology changing the way travel agencies do business?
Answer: Actually, the industry has experienced what I would consider a technology explosion. Back early last year we tended to see a lot of advances in new technology - technology which would allow individuals to be able to access flight information and travel information much more easily through the Internet. Of course, the Internet, as you know, has opened up a world of information. It's a powerhouse in the travel industry because it makes available so many details to possible travelers. So I think there's a lot of good to it. I think one of my problems in running a travel business is trying to communicate to people all the features of a new area that they might be going to, trying to make sure that we identify all of the particulars that are needed, documentation, and give people a head's up on the new cultures and tips that they need to know even if they're a business traveler going abroad.
It's really important. As travel agents we've had access to a lot of this information ourselves, through research books and all of that. And then through the last few years it's become more available through computer systems. With all the creativity that's been put into the Internet, there's even more sources for us to access, and in a way it makes our jobs a little easier because people, if they are computer-oriented and like accessing the Internet, they read and they'll investigate a lot more than if they had to go to the library and get a book.
So it's opened up, I think, a lot of people's eyes to travel and to some really great information that's needed to make a trip successful. Also there's available the opportunity for the average person to book their own reservations on the Internet. I'm finding that while some people are doing this, I don't feel that it's having a serious impact yet on our business. That doesn't say it won't in the future.
Part of the problem is that the Internet is slow, and I find that in addition to that, people who are usually in a hurry - maybe the tinkerers, the people who like to play with the computer, don't mind taking a lot of time to make a reservation, particularly if you're having fun with it at 12 o'clock at night or 11 o'clock at night in your home. It's a different story. But the average person wants quick information, and they also want to have the comfort of knowing that they're getting the best possible prices.
If you're doing it yourself, you usually don't have the expertise to say, "OK, am I really going after all the right carriers? Am I reading this correctly? Am I making the right decision on pricing?" So we find that people still need the travel agent to give them good advice, to act as a shopper for the consumer, to give them good comparisons. Also, travel agents do negotiate special deals with the airlines, with cruises and hotels and tour operators. And some of these things are available through our Web site, through other people's Web sites. And some special air fares are put into the computer. So really the Internet is being accessed by everybody, and we're all using it as a resource.
Q: Sounds like you all have had to make the case that you are valuable, whereas in the past it was a no-brainer.
A: You're right. People have information more easily accessible to them. Whereas we used to always have people come in and want travel brochures to read about or go to the library, with having information on the Internet it's much more easy for people to access. It's lively. It's informative. It's quick. So in that respect, people might become better-educated and actually could really increase the amount of travel.
Q: What are companies doing in response to the rising cost of business travel?
A: Business travelers have really got into travel management big time, and this has all happened over the last 15 years. You go back to 1984, '85, there really weren't that many people that were really thinking, "Oh, I have to manage my travel budget." Because even back then they didn't have a good system available to track travel. And today travel agents have become really like bookkeepers, analysts for these companies regarding their travel budgets. So we produce all kinds of sophisticated reports. We break things down by division, by traveler. We show when somebody doesn't take the lowest fare. We negotiate prices for people.
The companies are always looking to cut costs, and travel has been one of the key areas that they've looked at. Travel and salaries are considered two of the biggest expenditures that corporations have, in addition to research and development. It's been more of a trend for companies to look at how they can more efficiently manage their travel budget. And one of the ways is, let's look at our volume and see if we can negotiate a better price, because typically the business traveler has complained that they are subsidizing the vacation traveler, that they're paying a higher amount. Companies who have the volume are negotiating and have been negotiating for years through their travel agents in most cases.
But the airlines I think are very afraid of diluting their product too much, and I can understand that. If they make air fares so available to so many companies, I'm not so sure that they're going to be able to substantiate charging anyone a higher price. I think what we're talking about is bringing the ceiling going down, and therefore I believe that if a company has the volume, that they should go and look at negotiating a special air fare with a carrier. There's just so far I think a carrier can go anyway if they're going to provide the level of service that's required.
Q: What do you think of the proposed taxes on frequent-flier programs?
A: That's come up in the past. It's never passed. And I think one of the reasons might be that people like those frequent-flier miles. It's tough to give that up. It's really a perk in the industry. I think that if they are taxed it's going to be a real sour note with the general public. People are using their credit cards and earning frequent miles and getting mortgages and getting frequent-flier miles, the whole bit.
Q: The government is investigating frequent-flier programs because of all the restrictions the airlines are piling onto them. Is there a problem with the programs?
A: I think the frequent-flier programs are constantly changing. They're either getting bad, or they're taking stuff away. It's a dynamic which personally we find very hard to keep on top of because we deal with so many airlines and so many car-rental companies and hotels. So I think the problem is just understanding the changes, and I think that's what [the Department of Transportation] is alluding to.
The airlines have frequent-flier desks and send out multiple pieces of information, and it's like anything: How much are people really going to be able to read? They are complex, and I think it's important for travelers to decide they're going to be in one program, and if they really are serious about garnering all the benefits, they're really going to have to become readers of that literature.
My advice is to use it as soon as possible. I wouldn't keep saving it for a rainy day, because I think if you don't use it you're going to lose it.
